What should be on an end of tenancy cleaning checklist in NZ?
The standard the law sets is in section 40 of the Residential Tenancies Act 1986: the tenant must leave the premises reasonably clean and reasonably tidy and remove all rubbish, and no cleaner than they were at the start of the tenancy; fair wear and tear is not the tenant’s cost. Room by room that means the oven, hobs and rangehood degreased; fridge emptied and wiped; cupboards wiped inside; shower, tiles and grout descaled; walls spot-cleaned; inside wardrobes, sills and tracks; carpets vacuumed to the edges or cleaned where the agreement requires; light fittings and fans; garage, lawns and gardens; keys and photos at handover. Across 12,570 publicly posted NZ cleaning, garden and pest control reviews, going beyond the scope is praised in about a third of positive cleaning reviews and poor workmanship is a top complaint theme in negative ones (about 4%). A written list is what makes ‘beyond’ visible and ‘poor’ arguable.
The job this document is doing.
- —The cleaner’s idea of an end of tenancy clean and the property manager’s are two different lists
- —The bond is held back over an oven nobody told the cleaner about
- —Airbnb turnovers vary with who did them, and the reviews say so
- —The office clean has no written scope, so every complaint is about something that was never included

- 01End of tenancy: eight areas with the specific tasks, done and photo columns, the section 40 standard in a box, cleaner and tenant signatures
- 02Short-stay turnover: eight areas matched to the listing photos, damage and lost property reporting, consumables par-level table
- 03Commercial: daily, weekly, monthly, quarterly and every-visit tasks across a Monday-to-Friday grid, scope rule, supervisor and client sign-off

From 4,483 publicly posted reviews of NZ cleaning services businesses (part of a 12,570-review property maintenance corpus), collected August 2026. Negative reviews score under 50 on any dimension; the cleaning negative sample is small (55 reviews), so its figures are rounded and reported as rank order.
